【摘要】:ThisTechnicalReportspecifiesmethodsformeasuringthetransittimeresultsofdomesticandcross-borderparcels,collected,processedanddeliveredbypostalserviceproviders.Transittimeisthetimeelapsedbetweeninitialandfinalscanoftheitem.Theinitialscanmayoccuratvaryingpointswithinthepipeline(e.g.pointofposting,entryintothefirstsortingcentre).Similarlythefinalscanmayoccurate.g.exitfromthelastsortingcentre,finaldelivery.Thereforetherearetwodifferentcategoriesoftransittime:1.End-to-EndAtrueend-to-endtransittimemeasuremayonlybepossibleforsomeitemsrecordedinthetrackandtracesystem.End-to-endisdefinedasfromthepointparcelsareplacedintothecollection/acceptancesystemundertheresponsibilityofthepostaloperators,tothefinaldeliverypointundertheresponsibilityofthepostaloperators.Inmanyinstancespostaloperatorsdonotextendtrackandtracetothefinaldeliverypoint.Theseitemsmaynotcoverthetotalparcelflow.Generallytheresultsofthissubsetcannotbetakenasrepresentativeofthetotalflow,butthissubsetmayrepresentaparticularsector,e.g.singleparcelssentoverapost-officecountertosinglereceivers.Thetransittimeresultsofpurelythissubsetareofpublicconcern.2.NonEnd-to-EndIfinitialand/orfinalscansoccurinthesortingcentresforatleastsomeparcels,itispossibletocalculatethetransittimebetweensortingcentres,e.g.first-sorting-centre-to-last-sorting-centre.Thiscanbedonetocalculatetransittimeresultsforallparcelsinthetotalflow-thismaybereasonableforinternalpurposes.Theobjectiveofthemeasurementtoestimatethetransittimequalityofservicegiventothecustomercanonlybeachieved,ifthetimeelapsedbetweenpostingandfirstscanandbetweendeliveryandlastscanrespectivelycanbeestimated(eventuallybythecustomer).TheoveralltransittimequalityofserviceresultistobeexpressedasthepercentageofparcelsdeliveredwithinJ+ndays.Thisqualityofserviceindicatordoesnotmeasurethepostaloperator’soverallperformanceinawaythatprovidesdirectcomparisonofpostalserviceoperators,anddoesnotincludeotherserviceperformanceindicatorsthanthoserelatedtotransittime.ThisTechnicalReportisapplicabletothoseserviceproviderswhichhaveameasurementsysteminplacewhich—recordsaninitialscanforeachitem,—recordsafinalscanforeachitemand—can,bycomparingtheserecords,calculatethetransittimebetweeninitialandfinalscan.Thereforeforsomeitemsthetransittimewillbefrome.g.entryintothefirstsortingcentretofinaldelivery,whereasforotheritemsthetransittimewillbefrome.g.pointofpostingtoexitfromthelastsortingcentre.Ifaglobaltransittimeresultisrequiredthenallitemsincludedinthecalculationneedstohavebeenscannedatthetwolocationpoints(e.g.entryintofirstsortingcentre,exitfromlastsortingcentre)withinthepipeline.ThisTechnicalReportmaybeusedifappropriatetomeasurethetransittimeofothertypesofpostalitemsforwhichsuchameasurementsystemisinoperation.ThisTechnicalReportspecifiesrequirementsforthedesignandoperationofthemeasurementsystemandforotherprocedurestoallowthetransittimetobecalculated.CEN/TR15472:2006LicensedCopy:WangBin,na,TueMar2707:54:43GMT+00:002007,UncontrolledCopy,(c)BSI6ThisTechnicalReportdoesnotspecifythetechnicalrequirementsofatrackandtracesystem,exceptforpurposesofmeasurement.ThisTechnicalReportincludesspecificationsforthequalitycontrolofthemeasurementsystemandforthereportingoftransittimeofparcels.
